Ukraine — Duties To Replace Quota

Ukraine’s government has proposed to parliament that current grain export quotas should be replaced by export duties, according to a draft law. The government proposed imposing a nine per cent duty on exports of wheat, 14 per cent on exports of barley and 12 per cent on corn. Last October the government imposed grain export quotas in a bid to prevent a rise in domestic bread prices after a fall in harvest and high global grain prices. But international monitors have criticized the Ukrainian government for protectionism and granting export quotas to traders in a non-transparent way that harms fair competition.
